Protect the Land and Water Conservation Fund

The House of Representatives is circulating amendments to the FY11 spending bill that will defund the Land and Water Conservation Fund completely.

 

The Land and Water Conservation Fund (LWCF) is a simple idea: that a portion of offshore drilling fees should be used to protect important land and water for all Americans. These are not taxpayer dollars. However, the promise of LWCF has been broken. The program is authorized to receive up to $900 million each year-but most of these funds have been diverted elsewhere. However, even with the fraction of authorized funding that's been available, LWCF has had positive conservation and recreation impacts throughout our country.

 

Act now!

 

Call Representative Nan Hayworth (in DC: 202/225-5441, in Goshen, NY:

845/291-4100) and urge her to protect the LWCF, and ensure it has consistent and reliable funding for the future.  Use the talking points below to underline the importance of protecting LWCF funding.

Talking Points

  • These amendments will eliminate all LWCF funding, even the few dollars remaining under the CR for management of the programs.
  • The amendments represent a complete elimination of a bipartisan program that has existed for 45 years.  They prevent revenues deposited in the LWCF account from being used for their authorized purposes, and makes them disappear forever.  These funds were a promise made to the American people in 1964 and are already paid for using a very small percentage of oil drilling receipts.  These are not taxpayer dollars. Congress should not be breaking this long-standing commitment. 
  • By wiping out these funds, the amendments would force land management agencies to cease all work on Congressionally approved projects now underway using previous-year appropriations. 
  • The amendments also would frustrate land exchanges currently in process, many of which have been years in the making and are important for local, private economic development and for public land management.
  • Under the amendments, staff would not be in place to accept and process donations of important natural, historic, and other properties to the public.
  • Without staff, right-of-way work to provide or maintain access for key public needs also would be rendered impossible.  The public would be unable to secure critically needed routes for fuels and wildfire management, watershed management, and access for sportsmen and other recreational use.
  • These amendments must be rejected.

Reminder: Public Hearing on Philipstown Proposed Zoning Law This Wednesday, February 9

The Philipstown Town Board has scheduled a public hearing on the proposed zoning law for Wednesday, February 9, (snow date: Feb. 16) at 7:30pm at the Haldane Gym.   If you'd like to review the proposed zoning documents, they are available on the town's website: http://philipstown.com/links/proposed-local-laws.

 

The entire town can be proud of the democratic process that has shaped the proposed law.  The open dialogue has resulted in a document that supports well-planned growth and development while protecting the unique character, natural resources and beauty of this community.  The proposed zoning law now has broad community support, from residents and business owners

Attend the Public Hearing and sign in for the opportunity to add your voice.  If an earlier speaker makes your point before your name is called, you can decline comment when it is your turn.  Ask a friend or neighbor to read your statement if you are uncomfortable speaking publicly.  In either case you are exercising your right to express your opinion on this important legislation, which will help shape the future of our community.

Cold Spring bandstandPublic Hearing on Proposed Cold Spring Docking Law Tues., Feb. 8

The Village of Cold Spring Board of Trustees will hold a public hearing on Tuesday, Feb. 8, at 7:00pm at the Village Hall (85 Main St., Cold Spring) to hear public comment on a proposed local law that seeks to amend Village Code Chapter 27 by repealing Village Code Section 27-9, "Docking of Boats," in its entirety and enacting in its place a new section 27-9, "Docking of Vessels." Copies of the proposed local law are available at the Office of the Village Clerk.

 

All interested parties are encouraged to attend and be heard.

Assemblywoman Sandy Galef Hosts Forum on Education Finance Feb. 10

Sandy Galef has invited Assemblyman Kevin Cahill to discuss his bill proposing that school costs be paid directly by the state through income taxes instead of via property taxes. The forum is scheduled for Thurs., Feb. 10, at the Desmond-Fish Library (472 Rte. 403, Garrison), from 7:00 to 9:00pm.

Ms. Galef also encourages people to bring their ideas and suggestions to a town meeting on Sat., Feb. 12, from 10:00am to noon at the Putnam Valley Free Library (30 Oscawana Lake Rd., Putnam Valley). For more information on all upcoming meetings, contact her office at 914/941-1111.

"Current and future changes in our region's climate will create real challenges for municipalities in the Hudson Valley, and nowhere will they be more serious than in the towns along the Hudson River," according to Dr. Sacha Spector, Director of Conservation Science at Scenic Hudson.

 

Join Dr. Spector on Tuesday, February 22, at the Cornwall Presbyterian Fellowship Hall (222 Hudson St., Cornwall-on-Hudson) at 7:30pm to review the latest climate change projections, and find out what these might mean for the Hudson Valley's communities.  Learn specific steps that can be taken by citizens and officials.

eagle at nestWhat's Happening in the Hudson Highlands in February?

It's still winter in the Hudson Valley, but the longer days bring welcome signs that warmer weather is ahead. Look for beautiful sunrises and sunsets as the cold, clear skies allow for great color and visibility.

 

Eagles begin their aerial courtship performances mid-month (around Valentine's Day).  Keep a look out for graceful "aerial ballets," which can include mid-air talon grabs and wing touches, as well as dramatic free falls and loops. 

 

You may also see the first red-winged blackbirds in the marshes.  These "early birds" brave the final winter storms to stake the best breeding territories.  Backyard bird feeders should be wary of bears who may be out of their dens early, searching for food.

 

And it's the beginning of the maple syrup season.  I enjoy seeing the collection buckets tapped into sugar maple trees, knowing that local nature centers will be holding their annual pancake breakfasts next month to welcome the next season--highly anticipated spring.

HHLT Offers Winter Programming through Philipstown Recreation Department

Looking for something fun to brighten these long winter days?

Well, the Hudson Highlands Land Trust and Philipstown Recreation Department have partnered to put together two great programs to get children and adults out of the house and socializing.

Registration is required for both programs.  Call the Philipstown Recreation Department at 845/424-4618 to sign up.  Details are below but check the attached flyers for more information. 

Enjoy the Natural Beauty of the Season with a Winter Hike/Snowshoe Experience
Instructor: Cathy Bakker, HHLT Environmental Educator
Dates & Time: Fridays, beginning January 21, from 1:00-2:30pm (4 weeks)
Location: Meet at Philipstown Community Center
Fee: $20 Resident/$35 Non-resident

Simmer and Stir Verses Freely at the River of Words Poetry Cafe (for grades 5-8)
Instructor: Irene O'Garden, HHLT River of Words Educator
Dates & Time: Fridays, beginning January 28, from 7:00-8:30pm (4 weeks)
Location:  Philipstown Community Center
Fee:  $60 Resident/ $75 Non-resident

The Hudson Highlands Land Trust will present a proposal for waterfront lighting and railing improvements to the Cold Spring Village Board of Trustees tomorrow, December 7, at 8:00pm in the Village Hall, 85 Main St., Cold Spring. (The Board of Trustees Meeting begins at 7:00pm, and the Waterfront Lighting and Railing Proposal is Agenda Item #4.)

This is likely to be the last opportunity to have your opinion heard. Hope you can make it!

TAKE-A-HIKE! ADULT FITNESS CHALLENGE - Kick it up a notch this summer with a weekly series of challenging, brisk-paced hikes along some of the Philipstown area's most rigorous trails. Join HHLT educator and seasoned hiker Cathy Bakker to explore:   
  • Week 1: Anthony's Nose
  • Week 2: Osborn Loop
  • Week 3: Mt. Taurus
  • Week 4: Popolopen Gorge & Torne*
  • Week 5: South & North Redoubts
  • Week 6: Breakneck Ridge* 
Six Tuesday sessions beginning June 29th  running from 9:30am-11:30am (*some hikes may run longer).  Meet at trailhead for each week's hike (specific locations will be provided).  Fee: $40 Space is limited.
